Well the blanket demand for contraband and no ZOI restriction on engagement leaves all those questions up to the faction itself, deciding what is contraband (it could be all cargo, and still legal), and who are enemies of the SCRA and thus engage-able. I don't mind really, but it seems like most (well, all vanilla) other factions have those restrictions because people abuse that power. What's so wrong with following the same rules as, say, the Outcasts?

Can demand Slaves, Cardamine, Liquid Cardamine, Artifacts, Nox, Hypnotainment Bands, Nomad Organics, and destroy ships if they refuse to comply with demands,

All (at least most of) the Corsair ships are built from the scavenged parts of other ships, mostly Bretonian ones. Crete has some gold and a lot of useless rock, but it's otherwise pretty much inconsequential, aside from the CORSAIRCORSAIRCORSAIRs.
