Is there any way to get a stolen ship back? If so how do you go about doing such a thing.

Send a PM to an admin with details about the transaction, the name of the person and the ship, and so on.

It was but the guy told me it was not him. He told me that his IP address was duped and he got ride of the account when he left the faction.

Accounts dont use IP addresses, they're set in the game files and changed using Disco launcher or FLAM.

I could be misunderstanding what you're saying, but it certainly seems that way. IPs have nothing to do with accounts.
