The Grande Guillotine was online pretty much the whole day, in an empty system (Roussillon). Recently you got a warning for inactivity, which makes me suspicious. Before pointing any fingers, I'd like to hear what you have to say on the matter.

I guess it's something along the lines of the other questions above:
Why do you aim at obtaining a gear which is not meant to be listed as available to your faction, namely the Council "Obstinate" cruisers that much and excuse your inactivity by lack of them? There is plenty of factions without capital ships access, there are few without their own ships, even;
yet the Legion as an official Brigand faction claims that they require something more than:

Hello there.
Our ID does not allow us to use GRN ships due to tech nerf. Cruisers is something we have RP'd on their reconstruction, but our ID does not support it yet.

Since technology chart limitations had been rendered void, your statement is invalid; even more - you had used the Royal Navy technology for a while in accordance to your faction creation request. You even got a Battleship as an SRP present for your officialdom. Your ID doesn't support cruisers, because it's a Brigand ID, hadn't you noticed?
If you had "roleplayed" something, it doesn't guarantee it coming to life - and tech nerf system was all meant to justify the variety of gear used for roleplay purposes.
I gonna ask another question then: would you accept your cruisers coming with powercore regeneration nerfed to 10%?
And you hadn't even answered my first question, good sir.
