I once played another role playing game for 5 years, I had written hundreds of stories and thousands of pages of role play.

They decided to make the game RP, their problem. Complaining about an already established system is a quite different thing, you become the problem in that case. See, there's quite a lot of people that don't really speak english well, but still manage to play on discovery undisturbed without much problems. Unlike you, these players barely browse the forums as they have a very rough grasp of english and sort it out between people of the same nationality. But funny enough, you'll rarely see these people sanctioned because they understood how it worked. Once you get the concept of ID = can have this ship with that equipment and can attack this kind of people in this kind of place, it's cool.
You'll find the same things as in any rp community, just differently. There'll be those who want to fight, those who want to sit next to a station and RP, and those who're here to grow crops (aka trading here). You of course get the absent moderators but forget that part yeah.
What makes discovery complicated is not the game itself, it's the players and their genuine necessity to complain about every little thing that doesn't go their way and incapable of working out compromises that would provide fun to both sides.

Let me sort this out for you, its one very basic rule, not a lot of confusing rules. You're over complicating things.
If your group has a tag (lets say [Tag]Ship.Name)
Those ships need to use the same ID. - NOW THAT SETTELS THAT PART
We still do not know the circumstances as to why you friend was shot. Until we have details we cannot help any further.
You ARE allowed to have Zoner caps with IDs that allow caps.
You ARE allowed to fly into house space as per game rules (it may be against the law ingame but thats up to you).
So long as you abide by the Official Rules you are more than welcome here. Next time an incident happens, try to understand the "why" and "how." Just like any game, this one has rules, when you break one, try to find out more specifics so that you may continue playing and have fun.
New players are more than welcome, but you must come with an open mind in a game that is so very large and in depth. Leaving is not the answer, being willing to learn is.
Asking questions like this thread is good, but using "leaving" as an alternative or threat doesn't help people want to help you. It's like telling a doctor he sucks then asking him to fix your wound.
It seems to me you guys are find at the moment the way you play, perhaps there are a few things you'll need to change, but players and admins will help you if you're willing to listen and change.
Like every game, this one has rules, we need to be willing to learn them. Obey the Official Rules at the least, whether you choose to abide by the in-game laws is your choice.
If you have a group of players who all want to play in the same FACTION (that means organization made by players) then you all must have the same ID.
That comes with the benefits and the disadvantages each ID allows. If you choose to use a Zoner tag you get all the benefits of the Zoner tag but you must conform to the rules the tag comes with. If you guys choose to RP a Zoner faction you must ALL have Zoner ID tags.
It would be nice if this new admin policy were published someplace visible so newcomers can find about it before they make plans of getting ships with multiple IDs and not after an admin intervention once they violate it.
I did ask some indie Zoner caps to leave Pueblo Bonito's surroundings some days ago. See, that is an unwritten RP rule, made by the [TAZ], no one but [TAZ] can dock there. I suppose this wasn't you, but it's just to ilustrate how factions, groups, or even indies set up unwritten, RPrly rules all the time.
Edit: By 'unwritten' I mean 'off the official rule pack'. You can actually read [TAZ] restrictions on Pueblo Bonito's docking in the [TAZ] forum.

For me, the battleship zoners - it is like a tank for a hippie. Those who ran away from the construction of the social hierarchy, but it got its own heavy warships which can be buildet only in strict social hierarchy.
