Guard rep is the same as regular faction rep, but the reputation changes slower. You can raise it by doing missions for the regular faction, or by paying bribes to boost the regular faction rep, or by shooting the enemies of the regular faction, and the guard rep will go up a little bit everytime too.
Fastest way to raise it is by working the bribes, but that is kind of difficult for where you are now. Just do a few missions for the regular faction until you are above -5 bars neutral, and you will be able to land on the guard station to buy the ship. You might need to get more rep to buy weapons, depending on the ship in question.
I reccomend you to take the missions type where you have to kill/capture one person. Those are usually faster and easier to do, and it's over after you finish with that ship and flee back to base.
In most cases, you can rep with guard from full red in about 1 hour as maximum.
"Kill Base" missions are even faster, especially if you don't need to kill the smalls around it.

If you got credits and don't mind doing stuff that's a bit tedious, you can do this:
- Drop your Unioner rep (with the /droprep)
- Take Unioner missions and keep cancelling them until the Unioner rep is like 1-2 boxes in the negative
- Re-bribe the Unioners
- Repeat this procedure until the Guard rep is maxed
Your Guard rep gets a little bit every time you bribe the Unioners, and the Guard rep doesn't drop when you fail missions, so doing this repeatedly will get you the Guard rep maxed out. It might take a little while and cost you a couple of millions in bribes, but you don't have to do a single mission.
