Ask someone with base to help you then or just make one- base construction unit and the goods- the base would live enough for you to dock and change the Drive on other ship.
When I had this issue at the first time I tried with the admins and they ignoread me so you have not so much options.
Devs were not able to give clear answer in two months if they bugged the devices on purpose without telling the community trolling new players without base like you that both something from the Market or it is just simple bug:

We as players must help each other to deal with it- I am also sure that if you ask someone with open base to help you transfering the device he would do so, sadly I cannot help since I does not have a base.
About this tutirual- I really hope it recieves a pin.

Infocard states that it is "suitable for mounting on small ships such as fighters, bombers and some freighters."
Freighters with smallest hold is CSV (180), Rhino and Mule (both 225).

So, question: anyone test small cloak on freighters?

Base makes cloaks. Some bases like "Akihabara Electric Town" in "Okinawa" star system are set to sell them, but most are sold here.

Some of the heavy bombers are too big to have a cloak mounted. The Nanda Devi has 125 cargo space, which is above the limit for the light cloak (and too small for a medium cloak).

Light Cloaking Device
Takes 25 cargo space
Maximum Cargo Hold size of ship it can work on : 120
