That about sums up the game.
It's praised for it's engaging story, but the actual gameplay is dull and boring. Simply another cover based shooter done in Unreal 3.
The point of a story within a game is to give a reason for the player to continue playing, but Spec Ops' gameplay is so mundane and recycled that it's simply not worth it.

I'v never actually played a cover based shooter done in unreal 3, so I found the gameplay rather exciting and different from the standard COD and MOH formulas I'm used to expecting in a shooter.
I loved running around with the M99 and the Desert Eagle towards the end of the game, dropping headshot after headshot.

Sooooooo you've never played Army of Two or Gears of War? Or hell, Mass Effect?
I guess the game could be good if you missed all of those extremely popular titles somehow, otherwise it's just recycled junk... There's a reason they melt recycled goods down before making new stuff out of them.
I don't understand how something that worked well in three games you just mentioned doesn't work simply beacuse it's been done already.
People still bought Halo:Reach even though it had the exact same gameplay as four previous iterations in the series.
And no, I haven't.

Your argument became a little bit (read: majorly) flawed when you said you'd never played the games, especially since I'd already said that Spec Ops would probably be good for people who hadn't.
Also, Halo: Reach hardly plays similarly to Halo: Combat Evolved. The evolution of the gameplay is quite evident throughout the series.
I recently bought this game, and no matter what I do, I cannot get a decent framerate out of it. It's like playing the Microsoft PowerPoint Edition.
I've set all the graphics to the lowest possible settings and played it windowed at 800*600, but it still lags.
My graphics card is an AMD Radeon 4500-series (not sure exactly).
