Actually I managed to get Zoners fully red by doing missions for Navy against Order in Alaska while making a guard rep. What I did is I went to Coronado and got a Zoner rep. Or do missions for GMG, that raises Zoner rep aswell.

Solution proposed by Redon was a good one. I have bribed Zoners in the Casablanca base and now they are green to me. Thanks to everyone. Subject is closed for me.

thats actually pretty wierd. Zoners is allied with Order, so killing Order NPCs makes you red to Zoners. maybe things got changed though...

If nothing has changed, the Zoners are friendly with the Order and the GMG. If you do missions for them, the Order and the GMG, your Zoner rep should improve.
