Clarification Wanted: Bounty System

Okay, we came to the dead end arguing about one issue.

According to the rules:

Bounty-hunting, mercenary and freelance hire

7.1 All bounties must be posted on the forum. If you attack another player to claim a bounty and the bounty is not posted on the forum, you are open to a PvP abuse sanction.

Mercenaries, freelancers and bounty hunters may be hired on the spot in game to assist with a combat without a forum post. The other parties involved in the combat must be made aware of this.*

* Don't, like, be a mercenary hiring another mercenary to kill someone and then that mercenary hires you to help so you can run around mercenarying people. Or Cannon will probably delete all of your ships.

Okay. So for example I'm a pirate A, and I'm pirating on the lane in system X, down the lane there is a pirate B pirating at the gates to the system X in system Z and he catches up traders I'm wating for.

A mercenary passes me. Can I, pirate A, hire him to kill the pirate B for me without posting a bounty on the forum. I'm also not going to go with him and planning to keep pirating in system X.

So thus freelancer have to go to system Z from system X alone and engage a pirate B on his own, saying he was just hired by me to kill him.

Is this a PVP Abuse and bounty should be posted on forum or either I, as pirate A, should go with this freelancer, hiring him to assist me, and engage a pirate B myself.

You must do this, or hire him on the stop to assist you in an ongoing fight.

If you hire him but are doing nothing yourself, you are breaking the rules.

You cannot make "bounties" in game, you can hire them to "assist" you in combat.

The thing is, can I pm the guy I want dead that I'm sending a mercenary after him (thus making him know about that) and don't go into the fight myself? Or, for example, merc will tell to the guy on spot that he was hired to kill him by person X and then engage. (Both cases w\o forum bounty posted)

Can the actual name of person who hired the gun be delivered via // to avoid metagaming?

This is breaking the rules.

You cannot hire a freelancer on the spot to go kill someone unless you're in combat with the target aswell.

To defend you, or to assist you, that is when you can hire on the spot.

You cannot make a bounty without a forum post.

I think this wold be too easily to abuse even if you mean no ill.
Think of it: You hire 5 mercs on the spo to kill player X, they fly over to him, chat him up nicely, swarm around him and whatnot- then the surprised player gets a pm "Oh, hi there, those 5 mercs you see will kill you" and with that they open him up? This kind of abuse is too easy to do as the players can't be trusted to behave nicely.

I think every player should know upfront if he is in danger of sudden merc-gank (via forum)- if he is already in combat and mercs get hired, tough luck, you were fightign already...

I see. Can he be made aware of this by the bountied person himself? Like, he's flying up to him, says, "You've got a bounty on your head, just got it via private comms"? Or, if not, can he say "You've got a bounty on your head, person X wants you dead"?

[18:48:54] Aeternus Doleo: Not just "you got a bounty on your head". The bountying party must be identified. "BigBadBoss wants your head." This so that if there is any doubt about the validity of the bounty claim, the party that initiated it can be verified.

So Basicly - we actually can hire someone in space to kill someone for us without being involved ourselves at all. It's enough to say "Player X bountied you, defend yourself" to make him aware of this without posting a bounty on the board.

So we need a clear clarification on this.
