Is docking on a lawful base, to escape the police, Against the rules?

So, I'm confused. We've all seen people get sanctioned for docking on bases belonging to the people who are attacking them. So when a bunch of people I arrested on my BPA, docked on BPA, and lawful bases, I went;
"ho-hum, sanction (and MD) report time."

However then I recieved a PM from tanker saying:

Both of the sanction reports that you submitted recently should be FR5 requests. They cannot be processed as a 6.9 violation.These have to be submitted by the faction leader.

I was very surprised, cos as I said, we've all seen people sanctioned for docking on enemies bases. However Tanker was saying it wasnt against the rules, and the only measure to be taken, would be the INRP punishment of a FR5, for the INRP crimes they had committed. Nothing for the OORP rule they had broken. Then I looked at the rule, and I have to say, I couldnt really find one that actually specifically said, you were not allowed to dock on the bases of people attacking you. Maybe it got removed in the recent rule clean up? So I thought;
"Huh, I guess its no longer against the rules?"

AND THEN... (Noticing a pattern here?) I see this sanction:

Where the guys I sanctioned DID get sanctioned, for the sanction I thought should go through, but the Admin said couldnt, so i thought was now legal, but the admin has now fined 5 mill for!

OK, well I have to ask this question again, because I have filed reports about samura docking on bret bases - which is against bret law - even after I told them to stop, - one of them I even caught smuggling guns aswel! I have filed reports on blokade runners docking on stokes when I arrest them. I have even filed a report on someone talking oorp in local, threatening to report me, AND docking on a bret base when arrested him on my BPA, and NONE of them have been sanctioned!

Yet the one I filed about someone F1ing when I arrested him, AFTER all the other ones (so it cant be a matter of time) got sanctioned. So what am I doing wrong here? Is scans of the samura IDs, the docking message, and me telling them to stop not enough? what about the oorp talking guy? I had screens of him talking oorp, threatening reports, docking, what more is needed? (not menioning names here to avoid TBF, Admins presumeably know what I mean) Are the admins just sick of me reporting so many oorp dockers, and ignoring the reports with that in it, but acting on my other ones? Or is OORP docking now been changed to be like tanker said in that PM? (Still what about the oorp guy?).

Admins say to report rule breaches you see, help clean up the comunity, should I bother?

I know where you are coming from. I have also in past filed many reports for these same things. Sometimes sanction reports go through, and sometimes nothing. 6+ years here, and i still do not get why they sanction some, and not others. Some yell Bias, some say a few are imune, and the whole conspiracy thing. Personally i think it is how you say. They look at who is filing the report, and say hell with it, and delete it.
I do know however not all are treated equal as they claim. Why do you think so many admins leave?
My answer is the hell with them. Give up on sanctions, and just kill the bastards next time you see them. If they file on you? Show your old screens as proof to why you killed them.
