I tried RP'ing with them, but was left with the choice of getting A) Power-gamed, or B) Meta-gamed. When they say "Oh but you can just RP with us instead of complain OORP", its a vague attempt at relieving themselves of any and all critique. It's a lolwutty base, and by all means kill it by the same lolwutty means it was built/run by.

not exactly relevant either. Hogosha RP has evolved past that and now they trade legally and even uphold the law in Kusari if they so wished. Granted that might have something to do by greasing politicians palms but that is all fine and dandy inRP
The word "smuggling" does seem to indicate that something unlawful is going on...
When Hogosha smuggle artifacts and gun commodities, it's fair to assume that they do it without paying VAT or Taxes or something similar; otherwise there'd be no point in having the Hogosha (if a totally lawful organization could do the same) - and no point in mentioning "smuggling".
In other words: Why do you try to make Hogosha into something they aren't in Vanilla?

white collar crime is hardly something to call smuggling but inside the house of Kusari they do not need to smuggle (And pretty much dont). However should a hogosha member feel like bringing artifacts to a different house (Rheinland, Liberty and Bretonia all out law artifact trading) then yes it would be smuggling.
And to answer your last question. Why did the mod make the order look like terrorists? Natural progression of Rp and or Lore decisions by the admins / faction heads made it so. And if you really wanted to know the answer to the question feel free to send a PM to Yuki.
edit: As an addendum why dont you ask the other factions that have had their RP changed / evolved as to why they did that?
