Either way, foreign cruisers are not welcome in house space. While they might be able to intrude into house space, docking would be an oorp action on lawful bases, at least, and would be treated with an FR5 and/or reports for shankshuning.
We are 'not welcome' not banned from enter - still we can get permition to enter - and since we have
such permiti why in that case someone of us could get FR5 ? that do not make any sence...
Actually, all four houses have laws concerning foreign caps in house space. If by 'not welcome,' you mean shot on sight right after being offered ten seconds to leave, then yes. If that's the stance of houses on foreign warships just flying in house space, what makes you think that docking will be any better?

Did You actually read any of House Rules?
There is a possibility to obtain the permission to enter the house space
in any kind of ship - so my point is valid.
Remove it from the zoner shipline and make it an expensive civil ship.
Remove cruiser weps from it and replace with gunboat weps.
Keep the cruiser shield.
In essence then an expensive exploration/science vessel.
Job done :-)
