You need to be close enough to one of the gas miners to see the rocks appear. Sitting right next to it in one of the parts were the model narrows down helps.

Its pretty much what Aerelm is trying to tell you on mining helium, go to one of the gas miners in Okiwana, literally hug or bump it and use your mining turrets and shoot the drifting pockets of rocks that appears, the stuff should go straight into the cargo hold.

I'd make sure you have a GMG id. If you don't and you mine He-3 in Okinawa, the GMG are likely to kill you on sight.

Yup bump gas miners. You will see the little crystals appear, shoot those. Also as mentioned. GMG owns that area, and will shoot none GMG on site mostly. But if you are very nice you can ask for permission before starting, and they are pretty cool.
