The problem here is that you very obviously should head to the Order...
But the Order already has a LABC, which means that you are very unlikely to get the special roleplay request approved.

And yet, you can't really escape without the LABC, am I correct?

i can jim can leave just i dont want to sell the ship and it has a history esentally what jimmy is i tied to two ships the gunboat niagra Falls and the battlecruiser fort louisbourg every asignment he has been in has been either on one of those two ships id lose the charcters history and in essence the charcter itself

I'd say, join the BAF. The Order is in a rather...meh shape at the moment in my opinion (both because of faction and indie issues), and if you want to escape the PvP-whoring the Order is the last NPC faction you want to be part of (they're are like the BHG was in .84 >_>). While I can't really see why the Navy and the BAF would allow you to keep your cruiser, the Navy (while not exactly gladly, but hey) would at least allow you to join them and they'd openly welcome you given your char's history. I've also had some good experiences with the BAF player faction so far, so it's certainly not a bad way to go if you're sick of Liberty.
