why not for exploring and collecting codend weapons from wreck they can make some interesting RP story with that kind of ship with only 900 cargospace and 3 weapon slot

A really underpowered Cruiser for civilians would be good. Something that could be easily killed by a few GBs. It would be arsed for PvP, but good for RP. I'd support that.

To be honest, at that point it ceases to be a cruiser and just becomes a really specialised liner or a transport like the Democritus for example.
Civilians don't need cruisers, they shouldn't be able to afford them. Gallic corporations should not have the capability to arm themselves with cruisers even if they are underpowered and afforadable for them at least. I don't think the Crown wants their assets to have even a limited ability to turn against them. The gallic government seems to be a very controlling in that aspect.

People use FL ID Ascos, which can solo a Cruiser np.
If we let civilian cruisers, even underpowered in, eventually they'll be buffed to match real cruisers, because everyone will bitch about civ cruisers being useless. I'd rather get rid of GBs in corporate & FL IDs instead.
On the other note, I wonder how'd gallic goverment let its citizens explore if they tried to keep Gallia closed and secret...
