After much deliberation we have come to conclusion that we had overestimated the threat of the military forces in Liberty. Without Fleet Admiral David Hale at the steer, the Navy is inefficient and unorganized force, at least at present. We wish you to continue harassing their forces while causing chaos in Liberty. However, it has a much lower priority at the moment and our offered rewards reflect this state. Once again we would like to thank our contractors for doing great job.
