My friend was IP-banned, but chars are still avaliable. He gave me codes/signatures.
Can i be banned or sanctioned if i use them?

This is not simple sanction

But if you are at different sides of our planet...

May be you wont, because your friend not near you so he cant avoid sanction like that

If your friend's IP is banned, and you use the characters from your account, which would be a different IP, I don't see the problem.

But you should be aware that if the admins see you using his ships, they might think you are him ban-evading, and end up banning you as well.
