i think 20% of cargo value is sufficient ie: Platinum ore sells at 10.650/unit at Waterloo.

5000 cargo x max profit 10.650 = 53.250.000.

Pirate tax 20% value = 10.650.000

Good pirate profit but not too much to strangle the trader also.

Seems fair to me

SO Barge 40.000 cargo x 10.650 = 426.000.000 -80%

20% profit = 85.200.000

Seems quite reasonable to me

And people wonder why they don't see barges too often? Great resource, but has a heavy threat. Any lulwut can come up and be all "yo bro, whatsup, gimme money or dai"

But what they really don't know, is that barges have so much freaking hull with a cap8, that it can call for backup and just chill for 30 minutes until backup arrives and kills the pirate. (Assuming the pirates were bombers)

Anyways, to answer the question, I would pirate it, not asking for money, but to say something in system. Ie. If in bretonia, hate the queen in system chat and notify the BAF of it.

Not every Barge has a cap 8. And 2-3 Bombers could rip one up in couple minutes. If its a Cruiser, bye bye Barge. But overall, I would pirate a barge for.....40-50mill matters on what they are hauling. If Ores, probably 50m.
