What isn't clear is exactly what happened. You say the Navy was chasing the pirate; then he was just passing through to show the ship off to a friend and the pirate ambushed him. To say a bunch of players began talking to the Navy, but not about what. You've told us far to little to be able to help with that situation; yet at the same time claim it has happened a number of times.
How are they taking advantage of him? What are they getting out of him? As others have said, use Skype. Join a player faction.
If you honestly feel they are harassing him, take screens of each encounter and submit them as a rules violation to the admin team. If you aren't willing to do that, then it isn't really as bad as you claim. The admins cannot help if you do not bring it to their attention. No, this thread doesn't bring it to their attention because you cannot list the names of the people you claim are doing the harassing as that is trial by forum.

if you think that rul breaking happened, submit a sanction report with all evidence.
