To be entirely honest, nomad indies = nomad NPC's MK2. They've been dwindling, of late, since all nomads indie or official get inundated by gank. A nice new toy should be good with A) giving the officials something to play with that they should have had for a while, and B) giving indie lolwut nomads a reason to log so that they can get ganked and contribute to the circle of life .
Oh come one, what would happen if a species or faction manged to develop an infinite cloak? Would you fight back by whining? Its just something one may have to deal with through the course of things. In real life you can't tell your enemies they're not allowed to get the upper hand, so why in game as well?
I support anyone being able to get this, just make it worth A LOT like a billion so that only people that have been working towards getting it for a while will be able to have it.
I think they are nice. Have you ever tried to RP as a Nomad? Most people just say "NOMAD!!! KILL THE SCUM, KILL IT NOW" and don't even get me started on RPing with a Morph...the new NPCs? Not a chance to RP now a days.
With this a Morph can RP and not get ganked (by players and NPCs)
Edit:I even get people in Conn killing me on sight cuz I'm a Nomad >:C
IT DOESN'T MATTER WHAT I SAID, IT MATTERS WHAT I MEANT!!!!
I'm personally not a fan of it and find it to be unbalanced. I'd be much more in favor of giving the squids a massive cruise speed buff so they can get around Sirius easier. Letting people just sit around cloaked all day and screw with peoples heads while being in literally no danger just isn't cool with me.
Doesn't bother me. Ill admit its a advantage, slight but still an advantage.
What gets me is people think Nomads and K'hara just roll around in Nomad ships and shoot people, hence the sudden OP Calls of the cloak.
Personally i've had quite a few nice interactions with a few nomads, mainly K'hara but indies too. Nomads shooting people is part of their normal alien aggression though given the chance, they will talk/RP with you more if you show the will to. Though to balance the argument, some of K'hara/Indies do roll around and shoot people with the Minimal RP. But if i'm honest, this is a minority within the general Nomad/K'Hara and shouldn't be used as a generalisation.
I personally don't mind it an it makes sense from a lore standpoint. I can see that it could be abused but for the most part I haven't had any issues from Nomad players. As for the system chat spam there is a VERY simple solution to that and it is /ignore it works wonders.

I'm a Fan of this idea, A nomad cloak still would be nice, but issues with the cloak are how is it distributed, will indies get them too, how will it be balanced, will nomads lose their shields, will the time to initiate cloaks be longer then others, so they are mainly for ambushing. it really depends...

And what are those regulations, and how do you treat those who break them?

If it was slightly different, how was it? What did you hear from the player, and what did you say to him?
Fact is he attacked me immediately after the line *~ 'The extinguishing' must -continue- ... the 'many' must fall ... the 'few' may remain ~*, in Califronia, he was killing human lawfuls together with unlawfuls, then he used his cloak to escape and engage again after one more line *~ "Our" fire will quicken the -purification- ~*, joining the 4 unlawfuls again who were now all shooting my single VHF.
You got it all there... pvp whoring, crap RP, oorp alliances, ganking, abusing cloak during pvp to be unkillable and then come back for more ganking and more crap RP and more oorp allying.
Excuse me if I don't trust your alleged "regulating" even one tiny little bit.

Thats just one guy. Not all of the NomNoms are like that. I personally would never allow such a thing to happen.
This Galaxy is vast; its wonders and beauty are almost unfathomable. But the galaxy also hides dark secrets, some of which have lain dormant since the beginning of time itself. There is a danger in secrets, both in seeking and in knowing. Some things are meant to be hidden from view. Some mysteries defy understanding, and sometimes even the things we think we know are untrue. Some secrets should remain untouched.
