EDIT: I'll tell you what though. Play for a few weeks/months. If you're somehow inconvenienced by a cloak more than 'some guy I could easily ignore (or report) was spamming chat' or 'a nomad snuck past us', please list what happened, and why it is game breaking.
Also if you let someone escape by cloaking when it's triple, maybe quadruple the activation time, you deserved to lose out on your blue message, and have nothing to complain about.
I like the idea of Nomads being able to sneak up to people. They should be dangerous and this way they are. It's a little sad that it is a very one-sided advantage that always gives the Nomads the initiative, but on the other side it makes sense irply. So, no problem.
Nomad players will have to deal with the logical oorp consequence, that no one will log specifically for them any more (likely no problem) and that they have to always take the initiative if they want to have interaction. Everybody will just assume "They are cloaked anyway..." and not care.
Many of you will likely say that this "Logging because we appeared on player list" is undesirable anyway ("gankforce!"), but if you are realistic, it is the way many (also good) encounters happen.
I am curious how this will work out. If done well, it can be nice and a really good addition. Nomad players have quite a responsibility at the moment, self-policing that tool. Make it work because it is a nice idea and imo the way cloaks should generally work (meaning: not as run-away toys, which is annoying like hell).
So...I tested this....
Nomad light cloaks take the time that a normal cruiser cloak to go on (20 seconds I think it was) a cruiser cloak then takes the BS time of 60 seconds and I am not sure about there BS ones (seeing as I don't have a Nomad BS)
And I have never had a cloak go down from a CD, I got spamed by 30 CDs as I was cloaking with my Nomad...and I still cloaked. My normal cloak does not go down from CDs ether.

It's fun. Very peaceful. Not being shot at by the ridiculously powerful NPCs and gates is probably the best part.
So far, the delay on the snub cloak seems a little low. 30 seconds isn't a long time. A 400 m/s freighter can't catch a Nomad snub cruising away at 350 unless it's within about 4k range when the Nomad types /cloak.
Up it to a minute, maybe. It's supposed to not be used to flee after all.
It has great trolling potential for those who are into that kind of thing, and that's why "we" (that being K'Hara) already have some rules in place for faction members' usage of cloak.
How indies end up using it remains to be seen.

How is your gameplay affected by this, exactly? The only way Nomads that never uncloak affect you is.. Nothing. You don't see them. If they're K'Hara, you won't find them typing anything to you either.
You can see them on the player list. Oh no. How very inconvenient for you that they're clogging it up so you have to scroll more.

There's a reason that first engagement message said "Many". It's because there were five of you, including a full-flak Carrier and a Solaris Liberty Gunboat.
You then tried to missile spam my CM-less (because cloak) Assassin to death, so I cloaked again. Because you weren't paying attention to my shield not getting back up for 30 seconds (can't blame me for this, can you?), I could cloak and wait until there was a better moment to engage once again and finish the job I started.
If you think it's "poor form" to deal some death when the ship you're flying is called an "Assassin".. Well, yeah. Not to mention that specific Nomad has been shot at by Libertonian lawfuls and their mercenaries time and time again. It kind of makes sense to shoot back at them once in a while.
If you expected me to type you a novel to enter an ongoing engagement, sorry to disappoint.
