It was destroyed in one of the roleplay stories (Black Squadron, The History). Not sure if that's the official explaination but at least its something.

If you check the forum using search you should be able to find the last posts/thread about making the order and the nomads factions.

I just checked through it, igiss said no way to a nomad faction and that the Order NPC one would get a little more work.

Just because lots of people want something doesnt mean igiss will do it. Example alot of people wanted the marsflyer removed, but it's still here.
