I've heard 'rumors' that there is a group of silent traders purposely boycotting piracy role play. They will purposely ignore a pirate and pretty much act like you're not there, and no replies of any kind, just running.
When I heard that I decided to change my own tactics. I give these people more than ample time to comply to a demand. I also keep my demands reasonable. 2-3 mil per ship, depending on the cargo and level of the ship. If I get a silent trader, I also refuse to report, but would rather simply destroy them. Around the time they explode I like to remind them if they had just played along even in the slightest they probably would have been allowed to live. If they get away, I bounty them. Silent traders should be bountied. Don't like being pirated? I'll pirate them again and again if they go cheap. Running is one thing, but refusing to reply is low. At least play along in some bare minimum way.
Now I make responding in any way part of my initial demand, 'hault your ship and acknowledge' or 'please respond'. At least after that you did your part to try to interact first. I'll let someone talk me down a bit if it turns out I probably demanded something a little too high for them. People who stop for a demand for 4 mil will probably talk me down to 2 if they spew a sad story. Ignoring me gurantees not just an attack, but a vendetta.
Even when I've been on the other end, and been sour over it, I'd still throw in a 'i'll never pay scum like you' or something. C'mon people!
Silent traders, I'll have to read this thread but first I want to post. I have a petpeeve with silent traders myself. I always liked to stay in char while hauling and for yrs my primary character was captain of a 5k. I never made a money seeking pirate, nor do I ever plan on it. I did make a Gaian but didn't pirate for money. I pirated for time. If I met a silent trader I'd pop off it's thrusters, stuck near it with CDs, never killing it and just fill the system with Gaian related spam. Forcing the silent trader to inch it's way to the closest dock or star. I can usually finally get the silent trader to talk, mostly in some form of "Kill me you ******, KILL ME NOW!"
Believe me these powertraders get stressed out about credits per sec. Slow them down without killing them, it's not against the rules to reduce them to a sliver of hull before making a demand btw.

I'd be careful there though. You may not be able to destroy them without making a demand, so its true you can slice into them. But you can't 'attack' them without RP either. After you bring them down past 50% shields without any RP I'd say you risk pvp abuse.
Damn the rule had been updated since my days of Gaianing. Shucks. Well I'm sure I can make up a demand if I was ever inclined to go unlawful. Lmao I played for too long and remember too many different incarnations of the rules.

Well just drop a 'hault your ship and submit to scan!' or something. after 5-10 seconds if they don't reply, you're clear to attack. But during that time, you can at least dent their shields a bit, keep them on their toes. I throw in one last 'please respond' and about 5 more seconds, after that something's up and you gave them their chance. Most times if someone's gonna run it won't even take that long to see their engines engaging, which means you're definitely in the green to attack.
The whole silent trader phenomenon is one that will only get worse as time goes on.
Pirates by a whole are increasing their demands as inflation raises to the point that one attack looses all your profit with the excuse that it is InRP to pay because it is cheaper than replacing your ship.
Well that is untrue, it is cheaper to destroy your cargo and die.
It is a low move on the traders part but it is to be expected when they have the choice of losing their profit to you or space.
Rping can be a lot of fun, but only if there is a gain to be made by both sides.
My personal pet peeve about the trader/pirate RP is that it is expected to last 10 seconds on average.
I have a few choices, 1) pay the pirate strait up, this ends the RP as the pirate wishes the trader to leave as fast as possible so he may pirate the next trader and only gets annoyed at attempts for further RP often resulting in the death of the trader.
2) Stall the payment until I have had my RP fun as well, result, death of trader for taking too long despite assurances that the money is coming.
3) Run and get a bit of fun with a cat and mouse game, result exceptionally high fine for wasting pirates time or just death.
4) Stay silent and pay and leave right after, result happy pirate because he got his RP????
5) dump the cargo, blow it up and wait for the death that is coming or the stripping of equipment which leads to death.
So as a whole the fun trader/pirate RP is a thing of the past, oh well move on.
Still there are fun traders and fun pirates out there, I have met a few from either side but that is the minority and is becoming more rare all the time.
As things are going now it will get worse.
Sure here on the forum we are all respecting participants that do things the right way and want a fun encounter for both sides, but space breeds a different mentality for most than forums, and in the heat of the moment respect drops off as we try and get/keep our money and pull low moves on the other if we don't get OUR way.
And that is the problem that we are in now.
Punishing the other side won't work because except for a few high strung individuals, there is nothing you can do to punish the other side, there is no consequence you can impose that will last more than a minute or two until they die and reset.
So instead we have to pull these low moves to make ourselves feel better, but of course that doesn't seem to work because we still have to bitch about it on skype/forums to make ourselves feel better hence indicating that the low move did not work and we needed acceptance of our peers to reinforce how bad the other guy was.
If you want better interaction then you have to start to redo the damage that has been done over a long time, this will also take a long time, or just be happy with how things are now.
This goes for both pirates and traders.
Having said that, there will always be many that like how things are now, hell silent traders just mean you can open it up and take he cargo faster and 10milordie pirates mean you can get back to trading faster.
But don't ever try and pirate my ship when it is empty, I am a cargo ship, not an ATM. :p
The only piracy I have seen that isn't broken is cargo piracy. This is because the pirates demand isn't unfair, the trader pays up either way (and won't get irritated by high demands).
