Add some CD that needs to be mounted on torpedo slot but allows the user to fully stop even the pulse engine for 20 seconds, make it flakable so caps cannot be effected.

I'm not sure taking away a traders ability to have any defense and have the option to either be completely at the mercy of the pirate or silently die will increase the want for traders to RP with the pirates.
Sure they should have escorts just as pirates and everybody else should as well.

I guess you fail in reading. Same story with the Dev team- so much bad decisions lead to the tragic server activity.
It is not taking off anything it is trading off things, if the pirat wants to use the said CD he needs to make 3 trade offs-
-first trade off is to use heavy bomber only, not gb not cruiser not light bomber- this makes him quite vulnerable vs escorts and lawfuls
-second trade off is to sacrifice ton of damage output by not using snac or nova to get the said cd- quite bad thing
-third trade off is to pay lets say 5-6 m for ammo- risky investment since he can just die to the first police LF out there without robbing anyone.
The trick here is that the silent running is not a option anymore together with kill me I have no cargo thing, pirat with the said cd can completely stop and snac snipe off all of the said trader equipment, that as I proposed costs quite a lot.
Even if the trader is complete "I does not care to RP" type and uses no equipment the pirat can invest the said 5-6 mill in ammo to ruin his day by keeping him grounded quite long time.
So this opens new two trade offs for the trader
- to RP or loose its equipment that cost a lot
- to run silent every time without any equipment that makes him defenseless even in situation where he could win.
The whole thing actually promotes teamplay for both sides.
Same story for the transp, the current speed gives nice trade off- proper flown medium transps with cap armours are just unkillable by single pirate. The current trade off is not good it cuts 2000 cargo and trade it off for immortality. I was recently in situation where two relative good light bombers needed 20 min to kill good cau armored small transport and took a lot of damage in the process. If he wanted to run he could had made 300k thrusting without problem dodging snacs,.
All of the bomber equipment is not balanced to deal with such high speed targets, snacs are easy to dodge, novas are totally useless and bomber cannons can barelly hit 20-30% of their shots.

Sorry if this sounds rude, but I think some people who ask for sanctions because someone who is being robbed of their earnings didn't smile enough are a little bit out of touch.
Running away at first sign of danger without starting a chitchat is PERFECTLY within RP.
You want to sanction people because they don't want to submit to your little sado-maso fantasies where they have to beg for their lives or be robbed with a smile on their face? Seriously?
What needs to be put a lid on is the fact that people are raising all these never-to-be-fulfilled expectations so people get a reason to look down on normal players and feel like the superior RPer and feel like they have the right to be arses towards others.
Take off your kaleidoscope glasses and realize that the traders are doing the natural thing, and that what you say you are expecting is totally unrealistic, and that your demands for sanctions are just a manifestation of your own frustration that your dreams of dominance and superiority that you hoped to see fullfiled from your piracy were not fulfilled by the trader who doesnt care enough about his pixel-ship that he's going to roll over and beg to you.

Let me make myself clear, in no way did I hinted at trying to sanction silent traders. My post was about players who goes "Kill me, I will lose less than paying you" in order to avoid interaction without any consequences. Asking to be killed is not character talking, it is player behind character saying he would rather be blown up instead of complying and roleplaying with pirate. In my opinion, it is abuse of game mechanics, Out-of-Character speech, refusal to roleplay and wasting time of the pirate, who does roleplay. This falls under two rule breaches. And as you know, there is warnings, prison, fine and ban. It would be up to admins to see which punishment would be fitting most. However from my experience, I find those who are unable to roleplay in English being put in Bastile and given chance to explain here on forums.
How this solves the problem?
One or two would be reported and fined and the rest would just learn to avoid to say "kill me" while standing still and waiting to be killed.
This could hit only the non-English speakers but they are already hit by other rules so it is useless thing to add.
The only way is to OORP motivate any of the sides to RP more and to act as it should is to create a ways to loose something if they does not play their roles.
You cannot sanction some trader for sitting still and waiting to die or the trigger happy single pirate that engages 5-6 navy players with dai navy type of RP.

I was responding generally to the people who complain about traders who run without talking and who get blown up without talking.
As for your suggestion that people who dont value their lives as much as they should in RP should be sanctioned...
Arent you the guy who repeatedly flew by lawful stations yesterday and said something like "oh the navy is sending capitol ships after me I must be so terrible"?
You're "RPing" a guy that flies to his enemies where he would most likely die, but you know that you can shieldrun for ever and sooner or later there will be a lag spike long enough for you to engage cruise and flee (you did exactly that a few days ago when your Sabre couldnt beat my Guardian 1 on 1).
Now, should I ask for sanctions for people who dont seem to value their life because they know they can use lag spikes to escape because I think its bad RP?

The increase the cost of equipment and similar balance proposals may lead to increased pirates demands and in consequence make things worse.
Tightening restrictions for traders for sure won't increase server population and won't convince new players to RP. Strict rules never works on places where people come to have fun.
Most of those silent traders are fresh players which want to make money to finanse their chars and ships. After they become rich, they may start to think what to do with their money and eventually they can find a potential of RP.
Veteran players have huge pockets with billions of credits, we are free to make any char and to buy any ship. trading is not only for money, but mostly for faction RP. And even greedy demand of 20mil can be covered with no big pain.
For new players credits are paramount. If it is too difficult, they simply give up and resign.
Patience, forbearance, resonable demands and quality of RP make much more than restrictions and sanctions.

OK, you want to play the baddy-bad-bad. (Or the brave rebel, or whatever.) I want to play the stalwart, ex-military, ship captain who flies a battle transport so she can kick pirate butt when necessary. Fine. We can RP that easily enough.
But now you want to penalize me for playing that character? Make *me* pay more to repair my ship because you don't like my RP? How is this fair?
