FPS Drops?

It's strange, whenever I'm around other NPCs my FPS goes from normal to about 16. It's never happened before until yesterday, I uninstalled all my shaders, but the issue still occurs.

Not recently no, everything else seems to be in working order

Do the ol' re-install if it's that much of an issue. Others may be having the same issue.

I actually did you a reinstall, which resulted in the same thing
