@Kazinsal well usually people have a tendency to criticise more than saying good things. If things work ok or great, people don`t usually come around to say how great that thing is.
Thus there will always be people that will not agree with an idea, for PoBs there are many people that do this and even tho I have a PoB I tend to agree that the PoBs do present an issue.
It is hard to take down a core 4 PoB as this requires a vast number of players which might be hard to get in different regions of Sirius. Even if some PoBs really make sense inRP, some of them put up a challenge for doing certain things like the one that is guarding the entry point to the mine field in New York for Alaska.
I know it is difficult and that it requires alot of teamwork to build a big base, but some of these bases ruin the game fun. You can`t go in Alaska if you are an indie and you don`t use the LNS tag, it is hard to pirate miners in the fields due to the fact that now they can dock on asteroid miners or quickly run in the defense grid of a PoB.
People do have activity with the PoBs supplying them and so on but I`m not sure how much activity is gained from my point of view: I go on a PoB, buy my ores and I`m off. Before the PoBs you had to ask a friend or even wait for a miner to become free to work for you.
A way of decreasing the server load would be in my opinion to increase the tick the bases do a couple of minutes, maybe even more which would partially cause the bases to be a bit more vulnerable but it should greatly decrease the time used by the PoBs.
I bet 70 bases are completely for personal use or trolling lol. Make them SRP, delete the ones that dont submit a request and maybe doing a 1v1 in a system will be possible

Lets take as an example the base I have - its function has been roleplayed out - due to the upgrade to 4.87 the original rp reason it existed vanished so I roleplayed (or attempted to) a way around it. I had 2 reasons:
1) I was puzzled as to why there was some stuff in a few systems that wasn't much involved with anything. The ancient minefield in Newcastle that got wiped in 4.87 is an example.
2) I decided to make a POB there so as to be able to sell various goods relating to study of said objects. Using the example of the minefield above Docking modules could be used in the process of studying mines - large ships wouldn't get too close so a smaller ship or probe could be launched to investigate more closely and maintain safety.
That is an example of why a trolling base may not always be a trolling base. For the second point regarding personal use. I currently have 2 docking modules equipped on one chara and 2 other bits of equipment from POB's - I have sold at least 5x that number of POB goods so the implication is that a lot of the personal use may also not be completely accurate.
To summarise POB's can very easily be in a grey area in terms of their worth, they are not always good or bad.
