You can find the upgraded version (Sea Serpent) in most BHG bases.

Yeah it is,as it seems.But the BHG have a base there...and as per FLStat,that is the only place where the Sea Serpent is available.

Not sure about the diplomacy of LWB and the guild though.

Sea Serpent isn't that good anyways.
