Because this is bash-gallia mod now, and the omicrons are not exactly "easy" to navigate, or find people in.

Well, nothing is done in order to have some Corsairs around so there is no Corsairs around.

Simple as that if we'll not dwell into details.

May be some people should log their official Oucast/Corsair ships for sake of activity.

Logging for sake of activity is not an activity. It's like masturbation instead of normal sex.

Healthy activity is an activity based on interest in the first place - if there is nothing interesting to do for Corsairs\Outcasts then you won't see them around doing their business.

Then the Dev team, official fractions and normal players should make something interesting there... Why was playing in Alpha or Gamma interesting a few years ago and why isn't it interesting now?
Someone enjoyed doing missions, having battles between 'sairs and outcasts, pirating and so on...
I heard it already, someone said, creating a mining field somewhere near Corsairs empire would be a great thing which might push players create corsair ships and do some piracy...

It was great old times, outcasts raiding gamma,Corsairs raiding Alpha,Corsairs raiding Bretonia and so on... but now it's becoming more and more boring and if it continues so we will have an empty space in a near future.

Problem is, They can't summon intrest if they see that all the major activity is focused in one place or another - it simply makes them do more /restarts and get there themselves. You need open-minded people, even if you are bad with sairs or outcasts, anything is better than none - but I suspect that every attempt by unofficial factions is destined to be ruined because when they show activity in dead factions, the dead factions themselves tell them to piss off/ or otherwise submit to their control, a control they dont deserve to have - if they dont hold the standrads they were once required to get to their position. This doesn't applly on corsairs, many of them as I know are good people and i encourage ya'll to have a shot.

Tel, in all honesty, why are you comparing Dark-Wing`s problems with former Hellfire group with the current vanishing of all corsairs and Outcasts?
Outcasts / Corsairs - NPC faction open to all since ever
Hellfire - former closed faction that did not have indies at all.

So, coming back to topic: I think there are two reasons why this has happened, and that is that too many players on the server have an attitude that I can describe best as "You bad guys, leave me alone in my sandbox!"

Many players back in the days were annoyed by the huge amount of raids, which lead to many complaints. With the upcoming of POBs, they thought that a near invincible base with a load of weapon platforms could stop those raids so they could all play mission grinding till kingdom come. That solved the "problem" only to some kind, so that lead to even more complaints.

Which leads us to problem 2:

As a result, devs have put in a few buffer systems to make sure that raids are not that sudden. Though the combination of long flight times and jumphole blocking POBs annoyed the attackers. Result? Decline of raids.

At first the complaining players were happy as they could keep on mission grinding all day. Only a few people actually realised the true danger.
Over time the players that grinded missions all day got bored. Day by day.
And they thought: Meh, nothing to do here. Why does no one attack us like in the old days?" Well, they looked for the former raiders, but those had vanished, because they were either too lazy to find a solution for themselves or just gave up set up a solution with the attacked players in order to have fun on both sides.

Sorry, if some people feel offended by this text. It describes something that I have witnessed in many areas on the server, not only for the Corsairs / Outcasts.

The same could be applied to some degree to the former LNS / Order fighters in Minor / Alaska.

Think about it.

There's no need to think about it; blocking PoBs are cancer. Cancer that has slowly infected and ruined the fun.
It's ironic. The Servers problems aren't only to be blamed on Devs, but some players too.
