Check the wire connecting it to the system.
Its lose,I am pretty sure that its the cause.Just make sure both side of the white part connecting the two wires is close and tight.

its dead, immediately turn comp off, go get a new fan
if you dont turn it off, your cpu will fry

or

possibly a failure in the motherboard fan control

can you test the fan on another comp

what happens when you turn comp off and try to restart it, does the fan have a jitter start but then stops?

try this , with your finger try turning the blades, does it feel like its biting and not smooth to turn, if so then the fan bearings are gone, need a new one

Well, do you mean the 4 wires that go into the plug itself, or the plug going into the pin-connector?

I'm on my Mom's notebook for now. Sadly I can't test the fan anywhere else, that'd require me putting off the heatsink etc. When I restart it, it jitters for a second and stops, yeah. The blades move easily, so I doubt it's the bearings. The fan isn't that old either. I just got it to move again for a few seconds, but it just doesn't reach max speed, and quickly turns off again...I'm not sure if I can replace the fan myself, since, like I said, it's attached to a heatsink and all.

how old is the motherboard, i had similar when my motherboard was about to fail,

look inside on your motherboard,

do you see any capacitors similar looking to this

http://www.eracc.com/images/gigabyte_mb_blown_caps.jpg

any capacitors raised tops like this or cracked is a sure sign a motherboard is going to fail soon

It may be a sign of a fault, better check the BIOS setting for Fan control
See under CPU Fan Setting and check if its proper.
But i think its a Hardware fault and advise you not to switch it ON.

I checked the bios already, tried running it with smart fan control turned off and on, same thing. I mean it worked for two years on the same settings, mostly running on max speed. Perhaps the fan is just dead?

CPU fans are not that costly, maybe buy a new one?
But make sure that it is a good one with nice airflow and speed (also low decibel level if you don't like noise)
Ask around before putting cash in though Smile

Age does not mean anything.
I lost my motherboard after a small jitter in the power grid.
