I'm a Corsair pirate and I've come across this dilemma many times.
Let's say I'm at New Berlin.
A trader undocks, full of cargo.
I tax him, he refuses and runs.
I kill him.
He undocks takes cargo and leaves.

What am I supposed to do??? Is he allowed to do that? According to PVP rules, he's not allowed to undock for 4 hours, but the rules also say that it's OK if he leaves the system...

My instinct tells me I should kill him, but then does that count as reengagement? If he's allowed to simply respawn and carry on trading that completely kills any reason for him to pay me...

Any ideas people?

First of all, you shouldn't be pirating in NB, ESPECIALLY not at the planet, if you're a corsair. Sigma 13, yes, but NB, no. Second, this sounds really fishy to me. This trader should NOT be doing this, whatever the rules say. That's REALLY bad RP. I'm also fairly certain that that's against the rules, but I'm not completely certain.

Right the re-engagement rules state clearly that they apply to the defeated opponent. You can kill him over and over again until he gets the point, pay up.

But then you were pirating outside new berlin, so very OORP yourself. Next time try somewhere that shouldn't be able to vapourise you instantly, even if it can't.

Correction, I can't find the exact quote but I think Kane stated that Traders are immune to the "can't enter same system for 4 hours" rule. AND as a pirate you can attack/pirate them again as many times as they enter that system.

And yes, I think that traders just hitting "Respawn" REALLY ooRP.

I can verify that. Last month i've asked an admin about this topic.
The trader may reenter the system where you blew him up and you can tax him again.

Not good role-play though. The trader should change his route.

This is not something that should be done, however.

1st...as ppl says...pirates don't stand in front of NB and do Piracy..go around the Trade lane or the S13 JH to do piracy...and 2nd....traders doesnt apply to re-engagement rules..so..if he refuse..blow him up again...and after i got blow by pirates...i usually say eject and have some fun talk with those pirates.....before i hit re-spawn....

Not without all the proper roleplay rules being applied evertime you engage the target. i.e stating demands, waiting for response, or lack thereof. Then once your options have failed, then and only then should you resort to pulling the trigger. Should have clarified this earlier, blame it on sleep deprivation.:$

Wait, did he tractor in the cargo he dropped? If so, then that's really bad...

I've had an experience with this tonight, some little freighter opened up rather than pay a nice low fee for his nice low level, and I killed him fairly easily. Odin > Kushan FR. He starts swearing, undocks with more cargo, but this time manages to redock before I blast him again (after once again demanding tax). It was aggravating enough with the swearing and the incredibly rude Spanish that came across (English can only go so far, but Spanish can get NASTY...), but the respawning really got the nerves... at least karma came into play and my next pirating went a little more successful, with a trader vowing to not do diamonds! Hooray for propaganda!

it just seems awfully weird that they're just allowed to respawn and continue about their trade route when they're 'dead'...

well I guess it's a good thing I'm allowed to kill them again.

I don't usually pirate outside of planet, only if I know there are some RM in New Berlin system or BPA somewhere in Cambridge, then I do it to cause a bit of chaos and fun:)

I personally think the PVP rules should apply to traders, even if the trader just switches routes, it's better than him just continuing his route again...

Sidenote: yesterday outside of new berlin, my gunboat was killed by a RM vhf, about 50 NPC, an advanced train, a firefly and a luxury liner. So yes, pirating outside a planet WILL get you vaporised:P
