Aw, it's a shame about the VR if that's the case. If they are still around, I would be interested in talking with them.

As far as the Zoners, should I just talk to the managers of the Freeports individually then? I was hoping that there would be a representative for all of them.

Depends on where you want to operate. I would speak with the official faction in that area, like Phoenix for Omicrons, TAZ for inner Sirius and the Taus. And maybe the admins of the local Freeports. I cannot be more specific since I dunno what you plan.
