It indeed appears you do belong to Samura when it is profitable to be part of it, or a member of the Independent Miner Guild when it does fit your current goal.

Greetings Kusari Officials, I am Mercana Shirou, current Chief Executive Officer of Interspace Commerce.

It has been brought to my attention by one of my employees that our base which currently resides in the Okinawa System was never registered with the proper authorities when we first arrived in Kusari. I would sincerely like to apologize for this, as I was not with the company at the time of base construction. I am hoping we can clear up these issues with our paperwork and continue doing business in this region. Below I have listed all the necessary details required for proper base registration and supply regulations.

The Republic of Kusari still consider Okinawa system to be Gas Miner Guild sovereign space, despite Aomori treaty being declared as void by the Guild during Kurile crisis.

Therefore, there is no need for Interspace Commerce to register Otemachi Trade Annexe to this database.
However, when it comes to your fleet, as your supplying vessels pass through Kusari to supply that base, they indeed do need to be registered as foreign facility suppliers.

That said, your request is granted.
