The regulation of troll bases should be done by Admins via the Core upgrade permits, isn't this the purpose of this system?
@Ponge - player policing of Core 1 bases lessens Admin work, allowing them to focus on other more important things.
All this being said, there's nothing preventing anyone from RPing construction of a Core 1 base, and it would probably.be smart if you want help & protection to keep it alive and upgrade it.

Yes, that is for sure; I would not be against players policing the PoBs, if they'd do it properly; I'm talking about the lolbasekiller people, who metagame all the way to find and destroy a Core1 PoB because it exists, and disregard all RP the station owner made before (no attack pacts, etc). And they can do it, as Core1 bases fall under no regulation.
That is exactly the reason that some Bases - even if a lot of RP has been done before - are not built instantly.
Even if I personaly might not - *like* - the Rule, it sure sometimes provides a great incentive to RP a lot of backgrounds to find or hold allies.
However : If official factions or established player groups do not find the time to interact, it does not provide more interaction than is needed to write a forum post. This is a game , RL should go first. And we play in a 24/7 sandbox that knows no timezones. It does not take long to destroy... and I suppose sanctioning takes longer than destroying too.
Basically the rule favours big player groups and does not encourage sole players or small factions, wich is exactly what it is intended to do.
