Official factions do have the right to evolve and take care of their NPC-faction's lore, as stated in "The Rights and Responsibilities of Official Factions":

While reasonably limited, an official faction may thus continue the NPC-faction's lore and evolve it.

As I said it's only allowed to a certain extent. But making the pirate ID hostile was in that certain extent, as much as the try to somewhat unite the rogues. So what's your point?

Your understanding of 'extend' is going a while further then mine. Reworking lore concept of a faction is certainly not an extend.

The Outcasts, for example, went through different governments now. Totally iRP, with a civil war. That is in their lore now. I see no problem with the Rogues doing something like that, like uniting more and keeping more central control about their bases. They don't force every independant rogue into such a group, so what is your problem?

Not like the rogues have any factions left, which would have the activity or the drive to do that anyway.
