Equipment transfer via pob

How can you make it so that a person (not being an admin on the base) can sell some equipment to it for a small price and then someone else can buy it off that station for a similarly small price?

I'm talking here about equipment such as scanners, not bulk ones like reloads or ammo.

an admin needs to login with the commodity, drop it off, and then /shop price item number price min and max

If you could just drop it and it would be on sale immediately, it could be taken by anyone else, not just the person you wanted to give it to.
