I think there is little cooperation between the Houses, as they are all "competing". In RP, one would assume that cardamine goes to ALL houses. Its just a gameplay mechanic that Liberty is the best buyer of Maltan Orange (correct me if I'm wrong anyone).

Their Governments don't really like each other, so neutral would probably be best.

I want to add an OORP condition too:

Each player with a Yoriki must have a Doshin character, and be active on the Doshin - active Yoriki in-game optional.

To ease the burden of split personality, it would suffice with that any Yoriki with a gunboat or bomber, must also have a fighter, and be active in that.

And I _do_ have ways of checking this. I would also limit the number of Yoriki to max(2,roof(Doshin/5)). I do _not_ want a top-heavy organization. I have been running clans and whatnots since time immemorial (mid nineties), and I absolutely loath over-organization, a zillion ranks, and half the faction in commanding position.

So, with the initial five to ten players:
Two Machi-bugyoh
Two Yoriki
Five to ten Doshin

Any new Yoriki must have played an active part as Doshin, or come with recommendations from a commanding post in the the KNF, and be approved by both Machi-bugyoh.


I have a good feeling about this, and if Bass_Masta will accept the other Machi-bugyoh seat, I'll create a formal application to get this rolling.

A few thoughts here. You have [M] - Manadalorians as unfriendly. Currently they are at openly hostile with the KNF and have contracts to kill any lawful agent in Kusari. I would highly suggest you move them to hostile.

Secondly while this is Lotek_'s place I do not like some of your choices for the KNF's duties, ZOI, and being forced to file reports to YOU!. I would erase that entire section until you have spoken to us and worked something out. It makes you look very controlling and assumptive at the moment. Also I can promise you we will not run off to the Tau and Sigma area's only that is ridiculous. Every other Navy force in this game still patrols it's core planets in co operation with their police factions. I've said enough on this for now.

Ultimately the power rests in the hands of the Shogun with the police and the military being two seperate arms of his power. The KNF should report nothing to you as a matter of duty, merely as a matter of protocol and vice versa.

Secondly almost always military concerns are judged above those of police concerns, so the KNF would feature higher in the Shoguns good graces than any police faction. As with all the police factions so far you are second place when it comes to ordering people about and there's no way any military man is going to take orders from a jumped up civilian

Take a page from Liberty and instead try working with the KNF have a joint discussion going on and work together to set the laws. No offense but what allows you to come in and undo everything that the KNF has done in Kusari?

I have, as I stated above, had pm contact with both Mal^666 and Lotek and I can assure you that I will not add policy that they do not agree to. KNF and KSP commands will, in all likelyhood, be co-located.

Also, a little internal strife is not neccecarily a bad thing, rpwise.

Of course the KSP set the rules (in-game). They _are_ the civil authority of the Shogun. The Machi-bugyoh are governors, magistrates, chief judges and chief of police all wrapped in one neat package. The military, again in-game, has no say on internal matter except for whatever political clout they have in the court - nothing official.

Out of game, of course the KSP will discuss every policy with the KNF beforehand. Even in-game, there will need to be tight cooperation, even moreso because of war times.

Agreed. There is the matter of overstepping ones authority which is probaly not a problem (both KNF and KSP officers outrank anyone they are likely to meet in space), and then there is stepping on another powerful institutions toes. Reporting is just a way to avoid that stepping of toes (and allow toes to be stepped on, for great rp situations).

To reiterate my points:

-Nothing will be in the final KSP faction description that Lotek_ does not agree to.
-The 'powergrab' is... giving the KSP the power they should already have, ingame.
-Some internal power struggle between police and military is perfectly natural for a shogunate at war and part of the awesomeness that is Kusari.
-Legislation is a civil matter, not a military one.
-The final say will always be the Shogun, so KSP and KNF will always have to agree on what the Shogun says anyway - but that will naturally be done behind the scenes.

Wrathkin your reply is well versed and brings me to ease. I hope you don't take offense to anything I have said, merely I wanted to ensure that things were a little more clearer. Also maybe it was missed due to my other concerns but I also reiterate your unfriendly stance to the Mandalorian's should be changed to hostile.
