It's allowed. Houses generally require you to pay them for a license to jump capitals into their space (Or you can just not tell them and pray you aren't caught)
People whine and complain about it a lot, but just ignore them. No point letting them get to you.
it's allowed but some whine about it most of the time ....but it's legal and you can't do it alone and its not being abused.... its just too much crying from many about it.

Traders are required for nearly all kinds of activities in the game, so it would be so much better if you did not jumptrade but took the normal route.

I think you are new, Other caps like BS and carrier jump cargo ships using JD4 which jump all ships standing near that cap which have JD4 and activate jump, that's how it works , BS don't carry cargo for trade ofc
