Dear Comandante Orsini,

I am really happy that you decided to answer my call. In order to repay this favor I will answer your question. Why should you sign a treaty that simply describes what you already do?

First of all, Contari Family is one of the strongest powers within Maltese society that is generally respected and reckoned with. As you have pointed out the treaty only formalizes the current fragile status quo. By signing the treaty The Contari Lance will send a strong message that they wish the treaty to be respected, adding their own solemnity to the alliance and increasing its stability.

What is possibly more important, a contrario, by not signing the treaty The Contari Lance will send an obvious communique to our common enemies that the alliance is fragile and might be weakened further. I am not saying we are in immediate danger of it, but imagine what Corsairs or Gauls could achieve by swaying for instance Liberty Rogues to their side, substituting Cardamine trade entirely with respectively Artifacts or Nox? Keeping in mind that nearly entire income of Contari Family is derived from Cardamine and Slave trade, securing this market with such a small effort is surely in its best interest.

Finally, the document is not sealed yet and stage one of the Unity project is only the prerequisite. By not signing the treaty you not only alienate yourself, but also willingly resign from a chance to shape it and take part in further projects that will stem from it.

I will dare to say that I understand your perspective and motivations, which value your family and its independence above anything else and result in your moderate isolationism. However, I believe this time broadening your perspective might be way more beneficial for you than maintaining isolation.

I will be eagerly awaiting your final decision, whatever it may be.

Professor Hunter,

Commandante Orsini-Contari has authorized a response from a lowly comrade at the moment. I begin by reiterating that in no way will our action or inaction concerning this treaty affect our relationship. At least it will do nothing to change how we will treat and value our allies in Liberty.

As for the other half of that relationship, your transmission does much to bring doubt to it. I fail to see how signing a formal document will "send a strong message that we wish to be respected." Respect is earned, and our pilots are quite skilled at doing so. Actions speak louder than words, after all, including a simple signature.

This "obvious communique" you mention is also a bit disturbing. I find it interesting that you seem to plan on sharing the terms of this alliance, as you call it, with our mutual enemies. Otherwise, what message would there be for them to extrapolate concerning whether the Lance chooses to formally involve itself? We have a great underlying respect for the Lane Hackers and Liberty Rogues that informs how we interact with each other already. If this has not been to your satisfaction, then I would hope we could discuss the issue independently.

This suggestion that the Orange may be “replaced” is quite disturbing as well, but it’s a parade of horribles that has no basis in reality. Liberty has a massive number of addicts driving the market to highs that make the rise of Nox almost impossible considering its source. A similar analysis applies to artifacts – of what use are they other than a substitute for money? Do they encourage addicts to come clean? Do they sedate the primal urges the Orange revives in its own absence? I’m sure we all know they do not. As a Lane Hacker, I find it curious how you seem to have little understanding of the Orange’s potency. I also find it curious how you have enough experience with our enemies to conclude that their products could possibly pose a threat to our own.

If you believe refusing to sign a document will alienate Maltese from Maltese, you may be quite surprised. If you believe it will alienate us from you, then I’d prefer a threat to be open. I see nothing in this treaty that guarantees the safety of Maltese transports in your territory. I see nothing that curbs the rampant pirating of smuggling ships so your men and women can get their fix. I see nothing that we do not already know, believe, act upon, and hold esteemed between us. We will not forsake those relationships because they're not memorialized, though the Lance is curious as to whether you would do the same.

I must wholeheartedly thank the Contari Lance for giving me a chance of experiencing a great pleasure and satisfaction arising from participation in a truly unimpeded wordplay, something a person of my position rarely can indulge herself in. Because I believe that we both share similar interests, valuing certain intellectual pleasures over those of flesh, I will try my best to not fail your expectations and provide you with an adequately entertaining answer.

A parade of horribles, as you poetically called it, is in fact a reasonable possibility that may yet actualize itself. I cannot blame you for not being able to see it, as in your native environment, the traditional Maltese society, honor, pride and respect are the main currency and foundation of power. Unfortunately these traits have much lesser value in Liberty where survival of the outlawed depends solely on their ability to anticipate and counter an incomparably stronger opponent. Between the Liberty Navy and the Liberty Security Force leaders of the Lane Hackers had to develop extreme cautiousness and ability to predict just to survive. We were shaped by an extremely dangerous environment in which everyone might be your enemy, even your own. Yet, being few, we survived relying on our main weapon - information. I shall not offed your intelligence by describing this scenario in depth, but in case of Nox you should watch closely a real player, Gallic Naval Intelligence, and not a puppet, The Unione Corse.

Both you and Senor Orsini seem to be largely uninspired by the lack of novelty in the treaty in its current form. It is a very accurate observation as the treaty is in fact formalization of a current status quo. Let me just point out that the warm invitation for you to take part in these negotiations and actively contribute to the work in progress, which would undoubtedly result in a much more insightful body of the treaty, was sent to you over a week ago. You have chosen to respond to my invitation only after a preliminary sketch, which is still being subject to change, was published by me. It appears to me that you do not want to take part in the Unity Project, because it does not fully express your interests, because you do not want to take part in it. I might have written PhD dissertation utilizing non-classical logic as a base for adaptive programming in organic interfaces, but I still fail to not describe your arguments as circulus in probando.

Let me entertain you with an amusing allegory of a church wedding. Your betrothed is standing at the altar waiting for you. Your entire family and all friends, close and distant, are present there as well. It is simply too late to have doubts. You either walk in proudly and approach your beloved one hoping that you will manage to work out your differences or you run without a word, knowing you had hurt your betrothed's feelings. You don't make one step in and request a prenuptial agreement or ask your chosen one about previous partners and their alcove achievements. It is just extremely unsuitable faux pas.

Senor Alcantra, it is a final moment to either walk in proudly and take your deserved spot or leave without making too much noise.

I was unaware we were getting married, but it seems we're running in circles tightly enough that we might end up in bed together. However, I'm quite disappointed at your lack of willingness to answer my questions directly.

We'll entertain negotiations in good faith for the time being if you truly believe this will come to something more than what we have seen.

And dearest Professor, I can assure you that if you've been to the alter, you'd be wise to hope your beloved finishes the walk down the isle. It's never too late until the vows have been said.

The project has almost entirely lost its momentum and for this reason it is high time to complete the stage one. In order to appease the Contari Lance a point regarding protection of Cardamine transports has been added to the section two. I can only hope that this will satisfy the Contari Lance enough to sign the treaty. Below I attach the agreed phrasing of the point.

Section 1: The Treaty


1.1. In order to strengthen the alliance between Lane Hackers, Liberty Rogues and Outcasts and to secure the Cardamine market the following treaty regulating, among others, general rules concerning the duties and responsibilities of allied groups, the division of zones of influence and mechanisms for enforcing the treaty and resolving conflicts is signed by all entities officially representing the allied factions.

1.2. All future changes of the treaty require agreement of all entities officially representing the allied factions.



Section 2: General Resolutions


2.1. Members of the alliance will provide each other with strategic, tactical and intelligence assistance whenever possible and applicable.

2.2. All Cardamine smugglers are under protection of the alliance and should not be obstructed in any way, unless belonging to hostile factions. Members of the alliance will provide them with assistance whenever possible and applicable.

2.3. Members of the alliance will respect and enforce all resolutions of the treaty.

2.4. Entities officially representing allied factions will use their influence to improve enforcement of the treaty among independent groups and individuals.



Section 3: Base Access


3.1. Members of the alliance are granted access to all bases of their respective allies with the following exceptions:

3.1.1. Access to Liberty Rogue bases in Cassini, namely Attica Station, Destroyer Graviton, Destroyer Quietly Confident, The Nonsense Factory and Another Fine Product From The Nonsense Factory is restricted for Outcasts.

3.1.2. Access to Outcast bases in Omicron-85, namely Bastia Outpost, Corsica Outer Sanctum and Dreadnought Captana is restricted for Lane Hackers and Liberty Rouges.

3.1.3. Access to component bases is granted through individual agreements with the respective base operators.

3.2. Members of the alliance are allowed to use bases of their respective allies for the purpose of ship repairs and rearming, as a staging ground for regular operations and to seek shelter from pursuing hostile forces.

3.3. Members of the alliance are allowed to use bases of their respective allies for the purpose of ships, equipment and commodities purchase and sales with the following limitation:

3.3.1. No faction specific weapons or ships will be purchased without prior agreement.



Section 4: Zones of Control


4.1. Liberty and Independent Worlds are considered Lane Hacker and Liberty Rogue controlled space.

4.2. Omicron Alpha, Omicron Beta, Omicron-80, Omicron-81 and Omicron-85 are considered Outcast home space.

4.3. Omicron, Sigma and Tau regions are considered Outcast contested space.

4.4. Members of the alliance are granted full access to whole space claimed by their respective allies with the following exceptions:

4.4.1 Access to Cassini is restricted for Outcasts.

4.4.2. Access to Omicron-85 is restricted for Lane Hackers and Liberty Rogues.

4.5. Members of the alliance are granted freedom of operations within space of their respective allies with the following exceptions:

4.5.1. Lane Hackers and Liberty Rogues are not allowed to bring vessels of gunboat class or heavier to Outcast home space.

4.5.2. Outcasts are not allowed to conduct piracy within Lane Hacker and Liberty Rogue controlled space.

4.5.3. Outcasts are not allowed to bring vessels of gunboat class or heavier to Lane Hacker and Liberty Rogue controlled space.



Section 5: Conflicts of Interests


5.1. While operating in space claimed by their respective allies members of the alliance should act in deference to official representatives of the host faction or factions.

5.2. All incidents and disputes arising from conflicts of interests between members of the alliance should be resolved diplomatically.

5.3. If a diplomatic solution cannot be achieved an uninvolved member of the alliance should be chosen to adjudicate and resolve the crisis.



Section 6: Treaty Enforcement


6.1. The burden of enforcement of the treaty lies primarily on the aggrieved members of the alliance. Use of any means necessary including lethal force is allowed.

6.2. Entities officially representing the faction take no direct responsibility for actions of independent groups and individuals.

6.3. Serious or repeated breaches of the treaty might lead to severe sanctions including but not limited to financial reparations, penal assignments, removal of docking permissions or, in extreme cases, complete banishment.



Section 7: Restriction Exemptions


7.1. Restrictions to base access, system access and freedom of operations can be lifted under one of the following conditions:

7.1.1. Allied vessel is accompanied by official representative of the host faction.

7.1.2. Special temporary or permanent agreement was made with the host faction or factions.

7.2. An agreement covering restriction exemption must be approved by all entities representing the host faction or factions.
