How does one go about creating these? Do they need permission from the dev team, admin team and the factions involved? Do they need to meet a certain specification?

I think it is more about whether or not the event was ''successful'' or not. You can simply make different events and if one of them turns out to be very good and has a lot of IRP value, submit it to the dev/admin team for review.

I did that around the FP4 thing.
You need an Admin / a Storyline Developer's "okay" first.
They need to know what is going to happen and need to talk about the possibility to apply the changes beforehand (like an IFF change of a base, availability of selling point for equipment, etc etc).

Take into account that this could take quite a while.
I'd go for weeks of planning before execuation of the idea.

I kinda expected more response on this important matter. Who is the storyline developer please? I am trying to make some big RP around the module in New Hampshire. Knowing who cares about the lore would be great.

I suppose you will need some support to get that implemented.
Not sure about this point, as I never managed to get a clear statement from, Admin´s / Dev´s on such matters, but it seems there is some policy about how and who can get ideas implemented.

I suppose you need an official faction to back you up,
but as I said : not sure on that point.

Seems that it would be a fixed thing that would be staged?
Or would it show a fork in the path? Such as if one side wins then they get the "reward" of the event.
and if the other side wins then they get the "reward"

For lasting changes applied by mod update, Dev approval.

Player Requests is probably the best starting point, and then the Admins can pass on the message to the Devs if they like the idea / want the results permanently implemented. A green light for the idea should then lead to a post in the Events sub to organise a time if the Admins aren't running it themselves. There will likely be a set number of outcomes possible which the Devs can act on when the result of the event is authenticated by the Admins.
