My experience of the phantoms was that they RP'd well and scared everyone that found them but it annoyed me that in general only admin could join them.

To my knowledge there are still players with ex-phantoms on the server. So I guess in lore they did exist.

Also TBH I kind of take the not matching up to Phantoms with [?] as a compliment more than anything else.

it was never really explained but yeah, there's some free phantoms around and the others are basically gone somewhere else/have been killed/repurposed by ADMINS?

In contrast to what you said, I was part of the phantoms back then, they were not only Admin + Admin Friend only faction as at that time I was neither of these things.

As I have come to understand it, the Phantoms are gone for good. There is to be no replacement to it and I am even unsure if even the old leader comes back that it could be revived.

As for ganking them - lets just say that back then their fighters with 2 Helions and the rest Laima's could 1v1 a gunboat. The Phatnom ship was so thin tha even hitting its shield was a problem unless you were able to get above or below it. even then the ship use to say (my favorite feature) when it flew thus pitching its axsis in different directions with each turn.
