Tone them down. If they are there for scenic purposes, I would just remove the guns and everything off them. Useless guns, but they cause a lot of fps loss in places like Tau 23 and near planets. Like, my screen just gets filled with their projectiles and I lose concentration on the ongoing event.
Or alternatively, reduce their numbers. Weaken them to the extent that they are not a nuisance anymore. imo, NPC snubs are the most irritating things in the game.
Im kind of mixed on this topic on one hand my Police officer wants to say " No no! Let those Gunboat patrols stay! Their crack shots with those razors!"
Meanwhile on my criminal side I'm saying get those things out of here.
Then me as a player steps in and says this:
As much as I love/hate NPC they add a small aura of realism and a bit of entertainment when I hear that hopeful DSE pilot getting excited saying " I hope this cargo hold full of Oxygen fetches a good price!" So overall im going to have to say NPC need to stay if only to make space feel less " Forever alone-y"

In agreement with this and with Pancakes. Tone them down a bit. Not to the point of uselessness, but certainly without missles/mines.
