Here's a heretical idea: limit cloak devices to warships and fighters. Smuggler's are hard enough to snag without them being cloaked. Same can be said of legimate traders. Cloaks arguably reduce the chance of encounters, thus squelching RP.
I don't want to smuggle while unseen, I want to have an ace up my sleeve while I smuggle in high population areas. Or that was an idea at least. I want to have interactions with lawfuls (but I do not want all those interactions to end with my guy losing his cargo or getting FR5'd).
At the very least, it sounds like fighter cloaks are somewhat easier to use, now that cargo fuel isn't a thing anymore. Means armor and a cloak can be on the same ship.

And this is why my eyes roll. Why do this, any of this? All this confusion, pointless. There was nothing wrong with what we had, I didn't see players dropping every day because of the cloak system we had. What we had is what kept people here. Remove this, that, and that's why people leave the server. Who are we really saving from grief with this new system?
Ammo is a cool concept but too limiting. It seems its really only the admins and devs that had big problems with the way it was. Some of us that find ourselves in the middle, not snubs, not warships, and get punished needlessly. This is just non cloakers taking advantage of the ability to punish users. Your statement is made of pure cluelessness, as for the cloaker, it can increase your encounters and RP opportunities. I guess I should upload my 400+ gigs of video from last year to show people how this works. I've received nothing but positive feedback on my own character (mostly in game), many times from traders I just pirated, impressed by a surprise interception that wouldn't have happened if they saw me too soon, or at all (not cloaked) and had had time to get to a base.
Piracy and offensive action with cloaks are now dead, except if you fly a snub. This sucks. Period. Newsflash, no newbs are going to be saved by these changes, ambushes will still happen, people WILL still play they way they did, but it will just happen faster and harder and be more brutal on the other player. Hardcore players are punished by all of this, and so it seems to me they care more about keeping new players than old ones.
@The UnForgiven: I think that we can safely assume that there will be no dev proposal to limit cloaks to military vessels (includes gbs). Be brave!
I don't use cloaks myself. Just a personal preference. I think they are underwhelming considering their cost and operation. And no, I'm not a cloak-hater nor do I begrudge anyone who uses them. I just think that something as ridiculously high-tech as a cloaking device would probably be outside of a anyone's reach not connected to a developed military or an advanced alien civilization.
As for cloaks being ammo-based, I'd suggest having the ammo consumption being reduced by at least a third and then see how it works ingame. Or give up on ammo altogether in favor of a cloak based on a cool-down time. Max cloak duration could be 10 minutes, with a cool-down of 20 minutes, regardless of vessel class. Just throwing some numbers out there.

I find though that the opinion of cloaks being out of everyone's reach, is fairly exclusive only in the discoverse. Every other sci-fi based universe, cloaks and/or ships capable of cloaking have found their way into plenty of non military lore with plenty of creativity. It seems to me their just trying to save themselves complaints by people who whine at the drop of a hat if they get attacked by a player with a cloak. People that do nothing regarding cloaks and only work to get more ships are ok, but people that use the money to get a cloak or JD, are seen as trying to gain an advantage (like its bad to do so?) and so they get clipped! This is a totally different game to me now. If it were like this a year and a half ago, I'd have not been playing since then and my main character would never have even came into existence. Yes its that simple. I now find myself wondering if there are any games out there brave enough to let cloaks be used how they've always been portrayed, which seldom include time limits or fuel consumption ever. Despite that I've still played and made it work while sacrificing other things that most people would never do (strong armor, and a strong ship) I still get silently punished. Unfortunately this game is now far less enjoyable for me now. Something I've spoken so fondly of, promoted and worked hard to avoid breaking rules of or flying off the handle, and its amounted to nothing in the end.
Are Gallic factions still meant to be prevented from using cloaks? No MOX was available to them in the past, which rendered cloaks mostly useless. Now, no fuel is available at all.
Seems rather purposeful considering that the Leeds satellite sells cloak ammo.
