There are actually quite a few bases like this for various equipment. E.g Houston doesn't sell GB weapons but you can buy the Condor from there.
Generally, although not a major one, this is an issue that needs to be addressed across all of Sirius.

Most are guard stations, not the friendliest territory for a Freelancer

Sell points for cruiser weaponry should be added to places outside of house space then.

Honestly I don't understand why all bases don't sell all equipment. It'd make the process so much more simpler.

add a thruster and a cruiser shield to it.. make it in between of a cruiser and carrier.. If you now see a cruiser against you, the only option you have is to wave and wait till you are dead. 79 pulse speed vs a cruiser with cruiser shields, and thruster is nonsense. Keep it up with these idea's to balance it out to nothing.

Who is the inRP manufacturer of the Bustard? It would seem to me that a Freelancer intended ship should be sold at a Freelancer Base (zoners too, I suppose, but not in House space). What about Barrier Gate or that one in Koeln?

Baltimore Shipyard would be a better choice lore wise since its a civilian shipyard. I doubt the current freelancer bases have the capacity to build the bustard, and it isnt just a freelancer oriented ship it can be used by everybody corporate and lawfuls to unlawfuls.
