Looking for a logo and header, 200m

I have to be kind of vague about this post because the requested content is going to be used for something I want to keep under wraps for now, but I'm looking for an official governmental looking seal/logo and a transmission header.

Seal: The seal should be very official but cool looking. If you can work the Liberty Star or some variation of it in that would be excellent, though not in its current colors. Flames would be a good touch, as long as they look like they're guarding the seal. No birds of prey like you usually see on government stuff but anything else goes. Graphics from Vespucci, especially Guadalajara, would be acceptable as long as you can work them in without it looking out of place.

On top, the seal should read four words that I will PM to whoever presents a seal that shows promise.

On the bottom, the seal should read "Our home within the flames"

Header: The header should have the seal located to the left of it, with the letters CWHL to the right, maybe surrounded by some appropriate looking decor following the aesthetic of the seal itself.

I'm willing to pay up to 200m, possibly more depending on how well it turns out. May the best artist win.

I wonder if Durandal made his mind up yet about what he'd like to have, cause I1ve shown him a few things, but ... it's hard to make something if the requesting person has no idea about what he'd want ..

Well, here's a first draft, obviously don't know if this is along the right lines... part of the fun of the mystery tour!

Let me know if I'm close, or indeed completely out!

The small stars do represent something by the way, but I realise they maybe make the logo a bit too cluttered, couple of other things too, but I'll have a think about how to deal with them if you like the general idea

Edit: I'll make a start on a header if and when I've povided a logo you're happy with

Best I've seen so far Yak. Too bright though. Try to use more subdued colors and more color variation. This is a good example for colors:

Try to make it less 'noisy' in general too.
