I see a pirate attacking another pirate, in same way one unlawfull atacking another unlawfull. Like clashes between Rogues and Xenos. They both are unlawfull, still they don't want to tolerate each one. Same here, if two guys engaged in pirate business, it does not automaticly means, that they shall be friends.

I dont see why Pirate IDs cannot have the rule like they did before that they can claim in RP their own "turf" or not. No reason for a pirate to share if he doesnt want to.
