In the US minimum age for unpowered flight private pilots license is 16, powered flight is 17. Just process that for a moment. That means they can act as the pilot in command for a private aircraft. 17.

Child soldiers are totally common in less-developed countries around the world. The same could apply in the case of equally undeveloped factions with a shortage on personnel.

That wouldn't really apply to the main houses for example though, though it is something I can imagine a group like the Corsairs would do.
Although in the case of Bretonia perhaps it could be like during the Second World War, where teenagers would lie about their age to sign up and the recruiters might 'accidentally' forget the proper background check.
In general though: it doesn't matter what the age is, as long as you can justify it in-RP.

In Germany it's 16 for a Solo license, I believe. Of course, your pappy's Piper Cub doesn't have freakin' plasma cannons coming of the wazoo.
