The thing is, XA really doesn't draw people at all like other factions. Nor does it retain. That was always the case, just because of how it was us vs. the world whenever we logged. We used to have a steady activity wave. Every 3 or so months we would have an activity spike, after that it would drop for another 3. I noticed we stopped getting the upswing quite a while ago. It's not really a question of numbers, though they do definitely help, it's more that we lost the core thing our faction does.
There aren't enough trade ships. The major draw of our faction and what we do to accomplish our goal simply isn't there. XA isn't really a pvpwhore faction and never was. Yet recently, disco is all pvp. Space doesn't feel big anymore. We tried branching out with smuggling to Corsair buddies, mining premium scrap and other stuff, yet nobody was really interested.
odd becasue the xeno ID literally screams pvp and chaos...

Very little upkeep, can't build advanced facilities, slightly easier to destroy.
You'll be able to evolve them into specialized bases though.

It's more about reputation issues: why preferring Xeno ID over LH/LR/OC/FL/P ? Lacks flexibility, if in short. In addition, no worthy exclusive tech to go for as well.
It's not a red-is-dead ID either to cover up the costs.

The main reason I joined the XA is for the exact reasons you have described. I have always enjoyed being an underequipped and outgunned underdog, it makes those rare victories all the much sweeter. It doesn't matter how big the enemy's pixels are, it's how you use your pixels that counts.
In terms of being able to attack targets, the XA ID offers the most flexibility of them all, where even transports were not safe from being treated as combat targets, though I think the lack of gunships put alot of PvP orientated people off. However I'm pretty sure if any of us had been able to fly a roll of duct tape, we would have.

Don't get me wrong: it's not about civtech being anyhow underpowered nor being outnumbered is a huge problem, it's about having heavily restricted docking rights and overall geotactic00l possibilities. Duct tape-talks would better fit nomad/LR tech ;-)
Transports are not of any competition in terms of combat.

The issue is other IDs (not just Liberty IDs) can do that more and have access to a wider and better spectrum of ships. From a gameplay perspective the Xeno ID is sub par to other unlawful IDs. Shooting Liberty Lawfuls, especially DiscoveryGC Liberty Lawfuls, becomes a tedious and droning exercise after a while. Same applies for fighting unlawfuls too. Xenos are an interesting faction with very interesting RP, unfortunately there's too many negative factors that prevent it from being as attractive as it's peers to the average player. Attempts have been made to improve the situation, but they haven't really lead anywhere.
tl;dr Xeno RP is fun but people don't enjoy being constantly out gunned and out numbered when they could have an easier and potentially more enjoyable time on i.e the Rogue ID.

What sort of specialised bases are possible? Would it be like an RPG skill tree where a character is lead down the path into a specialised role?
