Honestly don't know why you think it would be - there's never at any point been a sanction to set that precedent. There's a massive difference between undesirable/scumbag behaviour and actually breaking the rules in such a manner that it requires punitive correction.

There is nowhere in the rules the words "avoiding interaction". But the rule about Powergaming that you mentioned is very relevant in this nomad instakill thingy here.

"**Powergaming: When one character forces actions against another player without giving them the chance to respond, affecting and/or interfering with the other characters roleplay."

That's exactly what happens when a k'hara uncloaks and destroys a ship in seconds. Specialy in cases already mentioned here where an ongoing RP was interrupted. It's a breach of rule 1.7 and also of 3.1, again about the insuficient time to respond.

The trick to it is learning these tactics and developing new ones to counter them. They want to use uncloak and murder tactics? Create bait, lures, manouevers, blah blah blah to counter their tactic until they do something new. Like with any stressor... we can complain OR we can do some about about it ingame and inrp. Time Bretonia had a working Nom unit, for example.
