Purpose of these sanctions was to delete ships bought for broken price. Of course the buyers should have reported a ridiculously low price for a BC. I agree with deleting the battlecruisers for 5m as a "punishment", but not 100M or in other case 700M on them. 5M differs from 100M a lot, here goes the so called equality.
