No anti-Outcast missions

It's been this way for a long, long time and I don't actually remember if there was ever an explanation for it.
Why are there no anti-Outcast missions anywhere? These were important to give factions like IMG and GRN anti-cap missions, and they were great for repping a large variety of ships.

I used this missions to fix rep on many of my ships. Now, when they are gone, I have to go to places like Tau-37/Omicron-80 JH or Sigma-19/Omicron Beta JH. Bring anti-OC missions back. Also, don't bring back only cap missions, bring snub missions as well, I fixed reps on all of my transports as well.

the entire outcast faction stopped working on the mission board at some point. I looked over it for an afternoon and never found why.
